Run an election on MS Access?

Absolutely terrifying article over at Salon on the state of electronic voting systems in the US. It's an interview with Bev Harris, who's published descriptions of just how easy it is to hack into the electronic voting systems used in many states. And why is it so easy? Is it perhaps because they're using an unsecured MS Access database, even to store passwords and audit trails? The security of our election system relies on some badly-designed Access databases?

Any liberal hackers working on eploiting this? I can imagine a sort of ebay-sniping voting scenario, where hackers are waiting until the last possible second before changing the election results to favor their candidate.
